The U.S. Department of Energy has authorized the Texas Port Arthur LNG terminal – expected capacity at 27 mtpa– to import and re-export so-called cool-down cargo, a key regulatory step that brings the Texas plant's first liquefaction train closer to commissioning – approximately 7 mtpa of liquefaction capacity. According to the timelines provided by Sempra, the company that operates the terminal, the commercial start of the first liquefaction train is expected by the end of next year, however the first test cargoes will be operated well before this deadline. The possibility of flaring operations at the plant has also been notified in the last few hours, and it is still waiting to receive the first feedgas.
